Obituary Preview: Joseph Enrique Carrasco, aged 74, passed away on May 12th, 2024, at The Hospitals of Providence East Campus in El Paso, TX. He was born on March 20th, 1950, in La Paz, Bolivia, to Mario Carrasco and Victoria Valdivieso. He immigrated to the US and stayed briefly in Portland, OR before settling in Louisville, KY with a beloved host family Bob and Norma Johnston and their children Sandie and Robert Jr. Joe, while still learning English, managed to graduate from the University of Louisville with a Bachelor of Science, followed by Master of Engineering degree in 1979, specializing in civil engineering.
He enjoyed a 45 year long career as an engineer in various capacities, primarily as a structural engineer in the nuclear industry. He was instrumental in ensuring the structural integrity and safety of several nuclear plants and storage facilities throughout the US, working both in the private sector and for the federal government (15 years with the Nuclear Regulatory Commission and almost 10 years with the Department of Energy). One of his favorite assignments was the five years he worked with Korea Power Engineering Company (KEPCO) in Seoul, South Korea. There, Joe provided guidance and quality assurance during the phase II construction of Shin-Kori and Shin-Wolsong nuclear power plants.
Joe was also a member of the Freemasons with Phoenix Lodge No. 75 in Phoenixville, PA where he had a tenure as Worshipful Master. When he moved to Carlsbad, NM, he became involved with Eddy Lodge #21. Passionate about history, space and the supernatural, his favorite places to visit were Valley Forge National Park in PA, any planetarium and the UFO museum in Roswell, NM.
Joe is preceded in death by his parents Mario and Victoria and his sister, Rosario Rodriguez. He is survived by his wife Gayle Carrasco [Senger]; children Alexandra Baello, Joseph D. Carrasco and Steven Carrasco; grandchildren Karizma and Couper Baello; great-grandchildren Wisteria and Kazimir Delp.
