Charles Louis Blaschke - February 01, 1941 - August 05, 2018

Departed: 08/05/2018 (Eastville)
Obituary Preview: Charles Louis Blaschke FEBRUARY 1, 1941 ~ AUGUST 5, 2018 (AGE 77)
Charles Blaschke, age 77 of Arlington, Virginia, passed away August 5, 2018. He is survived by his wife, Kathy Hurley, and a sister, Eleanor Gracey of Albuquerque, New Mexico. Born in the Beeville, Texas and raised in Skidmore, Texas, Charles was the son of the late Raymond George and Mamie Sugarek Blaschke. Charles attended Texas A&M University, where he received a degree in political science. After graduating, he attended the Kennedy School of Government at Harvard University where he received his Master’s Degree. During his time at Texas A&M, he served in Company B Corps and later went onto serve in the Army and at the Pentagon.
Charles began his career in Washington, D.C. working in the Johnson Administration and advising on education policy before the creation of the U.S. Department of Education by President Carter in 1979. During his time in the Johnson Administration, he was assigned to work with the Office of Economic Opportunity to help draft the groundbreaking Title I legislation that changed the face of education for many students, schools and educational publishers. Charles was a member of the first class of White House Fellows.
In 1967, after serving in the Johnson Administration, Charles founded Education TURNKEY Systems, which provided market research, analysis, planning and funding information of educational technology to more than 1,200 local education agencies, every state education agency and over 800 state policy makers. Charles conducted research and evaluation projects for the U.S. Departments of Education and Labor, as well as for Congress.
For 50 years, Charles analyzed and reported on the ever-changing landscape of U.S. educational policy. His ability to carefully analyze and translate policy for both the public and private sector contributed to the overall growth of the educational technology industry. His numerous long-term clients (many of whom he worked with for over 30 years)
attest to the value his services provided over the years. Charles was an icon of the education technology industry as he provided the industry with an invaluable and unique service, observing the inside workings of Washington, while analyzing the implications of federal and state-level legislation that affected the industry and the students and educators they served.
Charles’ involvement in education policy circles in Washington, D.C. and beyond was prodigious. In recognition of his industry-wide work, the Software & Information Industry Association awarded Charles their prestigious Ed Tech Impact Award in 2012.
Perhaps Charles’ most meaningful and sentimental project, was working with his beloved Texas A&M University to organize his research at the George H. W. Bush Presidential Library to be studied and used in education policy classes.
While Charles’ work was based in Washington, D.C., he was an avid fisherman and hunter who loved spending time at his summer house in Machipongo on the Eastern Shore of Virginia.
He will be deeply missed by friends, family and colleagues.
A  Celebration of Life service will be held at the Wilsonia Harbor Way Boat Landing in Machipongo, Virginia on Saturday, September 29th from 11:30 a.m. to  2:30 p.m.

In November 17, 1928, he was the very first baby born in the Northampton-Accomack Memorial Hospital. A graduate of Northampton High School in Eastville, VA, Tankard earned a bachelor’s degree in physics and math at Randolph-Macon College and secured his first job teaching at Atlantic High School and later taught science at Cape Charles High School. He went on to earn his master’s degree in school administration from William and Mary College, with additional graduate studies at the University of Virginia. He served as the principal of Birdsnest Elementary, Exmore-Willis Wharf Elementary, and Northampton High Schools, and retired from education after serving as the Superintendent of Accomack County Schools from 1965-1985, where he oversaw the construction of both Arcadia and Nandua High Schools. He later joined Tankards Nurseries, Inc. in a myriad of roles and retired in 2005 at 77 as the chief financial officer.
Tankard graciously and extensively served his community. He served on the A&N Electric Cooperative Board of Directors for 52 years, which includes 10 years as the president. Anne Lambertson Smith - September 02, 1932 - March 16, 2018

Departed: 03/16/2018 (Eastville)
Obituary Preview: Anne Lambertson Smith, 85 passed away peacefully at her home on Jacobia Lane, Cape Charles, March 16, 2018. Born September 2, 1932 to parents Henry Jennings “Jake” Lambertson and Elizabeth Gentry Lambertson. She was predeceased by a beloved husband William H. Smith, a son William H. Smith Jr. and brother H. J. “Herky” Lambertson Jr.
Born and raised in Cape Charles, she graduated from CCHS and attended the College of William and Mary. After marriage and the birth of two sons, she took the reins of supermom: everything in its place, meals on the table, never missing a band concert or ball game. Raising a family in the “Big City”, she was one of the many loving and generous mothers whom “helped raise a village”. She was thought of by many as a second mom, a shoulder to cry on, or a friend with whom to share a smile.
Anne was a lifelong member of Trinity United Methodist Church in Cape Charles, which was built by her grandfather. She served on the Altar Guild, Board of Stewards, and as a Sunday school teacher. She was a charter member and past president of the Young Woman’s Club of Cape Charles and owner of The Laundry Basket.
She was a breast cancer survivor of over 44 years with the good Lord keeping her here to console, encourage, uplift and laugh or cry with the dozens of friends and acquaintances, helping each in her special way, when they were going through their own trials and tribulations.
Almost daily she mailed out a card or emailed a friend with words of encouragement, strength, thanks or empathy. All that knew her were influenced in some way to help make this world a better place.
She was devoted to her husband, children and the joy of her life, her grandchildren. Affectionately known as “Mimi”, her grandchildren remember her as their confidante, a best friend, game player, and hug giver. Her singular focus was always the love, care and protection of her family. She was an unashamed world class guardian of each child and grandchild. The love, guidance, dedication and commitment that she showed her family was an honor to witness, instilling in all her family their own ability to feel and express deep love and affection. In the end this will be her enduring legacy. She set the bar, and she set it high.
Left to cherish her memory is her son, Steven D. Smith and wife Christy Fugate Smith. Her grandchildren, Palmer Elizabeth, William Wade and Henry Fugate Smith. Her sister in law Eleanor Bull Lambertson of Eastville. Nieces and nephews, Pamela Lambertson Parks, Brenda Dunton, Kim and Russ Dunton, , Bruce and Violet Lambertson. Several great and great-great nieces and nephews.

Reid Hoskins Diggs, Jr. - June 28, 1930 - December 14, 2017

Departed: 12/14/2017 (Eastville)
Obituary Preview: Reid H. Diggs Jr. 87 passed away peacefully at home in Machipongo. Born on June 28th, 1930 in Union City, New Jersey. His family moved to Staten Island N.Y. when he was one. He started working as a young boy cleaning out the neighbors coal furnace and would come home and put the money on the table. After school he would deliver the newspaper, for every paper he delivered he would make a penny. On the real cold winter days Mrs. Schwartz would give him a pork fat sandwich on homemade bread wrapped in wax paper to eat to keep him warm, and of course he would save the wax paper. In his early teens, he and his buddies would take a paddle wheel steamer named the Alexander Hamilton up the Hudson River to go camping.
They would get off in the town of Catskill where they found an old barn to camp besides. A few weeks later they went back to camp again and the farmer had put up a sign, it said "commit no nonsense" but he never ran them off. His best summer job was on a dredge boat in the harbor because "they fed you good."He enlisted in the naval reserve when he was 17 and was called up for active duty at 19. He was assigned to the Destroyer USNS JAMES C. OWENS during the Korean war, where he served until 1952. He did body & fender work for a few years before joining the New York City Police Department in 1955. Starting pay was $1.87 an hour,he walked a beat for several years,no radios back then just a call box every few blocks. If an officer got in trouble at night he would tap his nightstick on the sidewalk hoping another officer would hear it and most of the time the whole neighborhood would come outside to see if they could help. He eventually moved up to a patrol car, but the cars had no heat. After protecting and serving for 25 years, he retired and moved his family to the Eastern Shore of Virginia in 1980. He loved the outdoors and shared that love with his children. His favorite tree was a Copper Beech. He was a founding member of the Little Horn Hunting Camp in upstate New York. He never missed an opening day for 62 consecutive years, even after moving to Virginia. Although the last 30 years or so, were more about card games and camaraderie than they were about hunting. He and his wife loved to travel. They drove to Alaska and back in a homemade camper, 13,780 milies roundtrip. He loved to tinker in his wood-working shop. He took up decoy carving and even painting. He would make birdhouses just to give away.
He was the last surviving brother-in-law of the world-famous Cantale sisters. The sisters included Rosina, Louiegina, Michelina, Antonina and his wife of 51 years, Josephina. Our beloved Josephina (Jayebird) left us in 2009. He is survived by his 2 sisters, 5 children, 7 grandchildren and 4 great-grandchildren. For all the lives he has ever touched, he will be forever missed.

Marjorie Sheppard - September 12, 1927 - February 05, 2017

Departed: 02/05/2017 (Eastville)
Obituary Preview: Marjorie Hoff Sheppard, beloved wife of the late John D. Sheppard, passed peacefully Sunday morning, February 5, 2017 at her son’s home in Cape Charles, VA.  She is survived by her three children, John Daniel Sheppard, Jr., of Cape Charles, VA, and his wife, Clelia Cardano Sheppard, Janice Sheppard Forner, of Beaver, PA, and her husband, Charles K. Forner Sr., and Norman Charles “Chip” Sheppard, and his wife, Cheryl Sheppard of Mt. Lebanon, PA; and by eight grandchildren; Renata Marjorie Sheppard, Sheila Janice Sheppard, John D. Sheppard, III, and Clelia Jane Sheppard all of Cape Charles, Virginia; Daniel Charles Johnston and Katherine Jane Johnston of Moon Township, and Cori Sheppard, and Nolan Sheppard of Mt. Lebanon; and one great grandchild, Aven Marie Lovelady, daughter of Sheila Sheppard.
Marge will be fondly remembered and missed very much by her family and friends as a caring, dedicated mom, friend, and grandmother.  She grew up in Dormont, a suburb of Pittsburgh during the depression.  After attending Mt. Lebanon High School and performing as Head Drum Majorette for the Mt. Lebanon High School Band, she went on to study Spanish and Music at Randolph Macon Womens’ College in Lynchburg, VA.   She then worked as a librarian for the Library of Congress in Washington, DC.   She fatefully met a Fiji named John Sheppard at an engagement party for a sorority sister in Virginia and he convinced her to move back to Pittsburgh.  They were married at Thanksgiving time in 1951.  Her wedding dress was one that she had worn as a model for Saks Fifth Avenue in Pittsburgh.  She was an always present Mom who constantly provided for others - neighborhood children, parents, older neighbors, friends or grandchildren.  Beyond her family, she had a wide circle of valued friendships that lasted over her lifetime, many of whom were friends from her husband's Pitt days and the Phi Gamma Delta fraternity.  She was a terrific hostess, and could throw an elegant party with virtually no notice whatsoever.  For many years, she enjoyed entertaining family and friends at their country home near Ligonier, PA, as well as many good times in Mt. Lebanon on Glen Ridge Lane.  She diligently cared for others, yet never seemed to take credit for all of her gracious efforts, making it all seem effortless when it was surely not.  Marge had a delightful sense of humor and a ready smile for all, yet was quiet and well mannered, with an impeccable sense of style. She was a talented musician and pianist.  Our fondest memories are of family gatherings as Mom accompanied her husband and kids singing musical theater and Christmas classics.   She was active in the National Society of Arts and Letters, the Junior League and was on the board of the Pittsburgh Civic Light Opera, the Twentieth Century Club and the Pittsburgh Symphony Society.   While her kids were in school, she was a Cub Scout mom, worked with Music for Mt. Lebanon, and chauffeured her children to thousands of piano lessons, play rehearsals, choir practices, Church events and piano competitions.  She was a long time member of the Mt. Lebanon United Methodist Church where her children were raised and where she sat alone in the pew, bursting with pride as her entire family sang in the choir.  Marge spent the last few years in Cape Charles, VA in the care of her son John, his wife and family.  She made many friends there and enjoyed the “sunny south” once again since her college days.  She will be missed by all who knew her.   There will be no viewing as she was cremated in Virginia.
Memorial service to be held on Saturday, February 25, 2017, 4:00 PM at Mt. Lebanon United Methodist Church, located at 3319 West Liberty Avenue, Mt. Lebanon, PA 15216.  Memorial donations would be appreciated in lieu of flowers.   Donations may be made to Riverside Shore Hospice, P.O. Box 615, Onley, VA. 23418 or to the Virginia Eye Foundation, located at 241 Corporate Blvd., Norfolk, VA 23502.
